31 March: ITRE Committee adopts amendments to Commission proposal
The ITRE Committee adopted a series of amenments to the Commission’s proposal for a revised Energy Performance of Buildings Directive (EPBD).
The most notable changes concern the drive towards “zero net energy” buildings, defined as builings withy an overall annual primary energy consumption equal or lower than the amounts of on-site rnewable energy produced (compromise amendlments 22, amending Article 2).
All new buildings as of December 2018 will have to be at least “zero net energy”, while Member States will have to set minimum targets for the penetration of such buildings in 2015 and 2020. The Commission will be responsible for coming up with a detailed common definition of “net zero energy” buldings by end of 2010 at the latest. [compromise amendment 13]
The adopted amendments also touch upon important issues such as the definition of “major renovations” or minimum energy performance requirmeents for building components and technical systems.
The text as amended is expected to undergo some important modifications in the Council, and in particular with respect to the definition and role of “net zero energy” buildings.epbd-compromise-amendments-itre-31-03-2009
