<p align="left">The draft Directive on the energy performance of buildings (recast) was welcomed, with</p>
<p align="left">many delegations expressing support for the general aims of the draft Directive. Several</p>
<p align="left">delegations underlined however that the administrative burden should not be significantly</p>
<p align="left">increased on account of this Directive, that subsidiarity, cost-efficiency considerations and</p>
<p align="left">adaptability to national circumstances are of key importance, and that owners should not be</p>
<p align="left">discouraged to carry out renovations as a result of stricter rules. Delegations also drew</p>
<p align="left">attention to differences in existing national policies to promote energy efficiency in buildings,</p>
<p align="left">and to different opinions on the functioning in practice of the Directive currently in force.</p>
<p align="left">Against this background, delegations expressed differing views on provisions of the draft</p>
<p align="left">Directive, and concern on several amendments proposed by the European Parliament which</p>
<p align="left">appear at first sight to be overly ambitious and unrealistic; the Commission&#8217;s opinion on these</p>
<p align="left">amendments is therefore eagerly awaited. Furthermore, many delegations already expressed</p>
<p align="left">detailed positions in writing, addressing, among other things, the emphasis to be placed on</p>

<p><strong>31 March: ITRE Committee adopts amendments to Commission proposal</strong><br />
The ITRE Committee adopted a series of amenments to the Commission&#8217;s proposal for a revised Energy Performance of Buildings Directive (EPBD).</p>
<p>The most notable changes concern the drive towards &#8220;zero net energy&#8221; buildings, defined as builings withy an overall annual primary energy consumption equal or lower than the amounts of on-site rnewable energy produced (compromise amendlments 22, amending Article 2).</p>
<p>All new buildings as of December 2018 will have to be at least &#8220;zero net energy&#8221;, while Member States will have to set minimum targets for the penetration of such buildings in 2015 and 2020. The Commission will be responsible for coming up with a detailed common definition of &#8220;net zero energy&#8221; buldings by end of 2010 at the latest. [compromise amendment 13]</p>
<p>The adopted amendments also touch upon important issues such as the definition of &#8220;major renovations&#8221; or minimum energy performance requirmeents for building components and technical systems.</p>
