This document is the latest draft to come out of DG Climate Action with regards to the secondary legislation under the revised EU ETS Directive.

It describes in further detail the draft allocation rules that will apply to installations covered by the EU ETS.

Following COGEN Europe’s contribution in August 2009 to the Commission’s consultation on criteria for CHP plants under Green Public Procurement rules, DG Environment has decided to modify its proposal.

ENVI Committee Rapporteur Holger Krahmer (ALDE – Germany) Draft Recommendation Report for the second reading of the IPPC/IED recast Directive.

These 52 amendments to the text approuved by the Council after the first reading in Parliament does away with many of the positive changes introduced by the Member States. The Rapporteur has taken out the transitional national plants and end-of-life extensions granted by the Council, while the Annex 5 Emission Limit Values have been left unchanged.

This report will serve as a basis for other MEPs who now have a week to table amendments of their own. This will be follwoed by a vote in the ENVI Committee and then in the plenary.
