The Ecofys study released last week sets the scene for the discussions on benchmarks in the EU ETS framework. Benchmarks for heat, and in particular CHP heat are discussed in the report.

Benchmarks for free allocation: timeline for adoption Updated 25-02-2009

The amended Directive contains a range of measures to be adopted by the Commission after agreement by the Member States, including fully harmonised rules for free allocation of CO2 allowances, which should be based – to the extent feasible – on benchmarks. These shall be adopted by end 2010 but the stakeholder consultation process is due to kick-off on 30th March.
