European industry associations call in Joint Letter on the Commission and Member States to stay true to the Spirit of the revised EU ETS Directive

12 European associations call on the Commission and Member States to stay true to the spirit of the EU ETS Directive and not unduly penalise high efficient combined heat and power (also known as CHP or cogeneration) and district heating. COGEN Europe, CEFIC, CEPI, CIAA, Euroheat&Power, EFIEES, EUVEPRO, Euromalt, Ebio, AAF, CIRFS and FEDIOL have issued a Joint Letter addressed to the European Commission and to the Member States signalling that industry is concerned that a misguided interpretation of Article 10a4 will result in district heating and high efficient cogeneration installations being penalised under the scheme as of 2013. Industrial operators have made considerable investments in developing CHP over the years, an environment-friendly technique that was, is and will continue to be supported by the EU institutions, the Member States and regional authorities. The organisations subscribing to this letter do not want to be penalised for running CHP installations against less efficient techniques under the revised EU ETS Directive. The 12 associations believe this can and must be avoided at all costs and will collectively continue working hand in hand with Commission officials and Member State representatives to ensure that no undue distortions are created on the heat market. The cleanest and most economic option always is to save energy whenever possible. With the Green Paper on Energy Efficiency [COM(2005) 265], the European Commission has provided a solid basis for further discussion. COGEN Europe actively participates in the deliberations on future measures in advisory bodies to the European Union such as the Amsterdam Forum.

Cogeneration Directive

The directive “on the promotion of cogeneration based on a useful heat demand in the internal energy market” (2004/8/EC) represents the single most important piece of European legislation for the cogeneration sector. The directive will be implemented by February 2006 and aims at “creating a framework for promotion and development of high efficiency cogeneration”. European Emissions Trading Scheme (ETS)

Covering more than 12,000 installations, the EU ETS is the by far largest emissions trading scheme in the world. The aim is to give reductions of CO2-emissions a value and extra emissions a cost. COGEN Europe has given its recommendations throughout the negotiation process of this piece of European environmental legislation. The application of this complex system needs to support the original intention to promote low-carbon energy solutions such as cogeneration.
